You are right, they do not have QR codes. The counties use an ICC to scan in absentee and provisional ballots, the logs for those are still showing a number of errors and we are still finding the same QR code signature mismatch on the LOG files just not as frequently. If they have repeated problems scanning in a hand marked ballot where the system can't read it, they will duplicate it on a BMD and mark it with a duplicate stamp.
